This book is an analysis of burden sharing within NATO. Prof. Kimball reviews the issues surrounding burden sharing within NATO, and the overemphasis on committing at least 2% of member states' gross domestic product (GDP) to defense spending, as a proxy for Alliance commitment, does not properly reflect how commitments reduce risk if Article V is invoked by an attack.
